Player Sub In/Sub Out Frequency

Does anyone understand the sub in/sub out player frequency? You can't set the sub out higher than the sub in. So, how does that work?

Sub out at say 80% will remove the player and out their backup in when their stamina hits 80%. Sub in at 95% would bring them back in when they recharge to 95% stamina.

So if it's at out 100 in 99

They wouldn't be subbed out until they're dying on the field. And wouldn't be put back in until they've had IV and oxygen and a steak dinner?

Out at 99 in at 100? If they went out at 100 and came in at 99 they would always be on the bench...

Hmmm ok maybe I don't quite understand it. I'll you with it

Out has to be lower than in. They go to the bench when they get to the out number and come in when they get to the in number.
