Cap hit and cap penalty are not the same. Cap his is the salary against the cap for the year. Cap penalty is the remaining bonus that will be applied to the cap. Also, new owners cannot incur more than an $8M total penalty in their first year. As far as I am aware, JustInTime952 is new to the league.
I would vote no anyway as Cutler is old with a terrible contract. If the cap penalty wasn't an issue, I'd say Cutler plus a 2nd or 3rd would be more balanced.
