Chargers reasoning:

Jordon Matthews proved to be a reliable target and will be the #1. Ben Hall will take over the #2 role. With the acquisition of TE Michael Riveria the Chargers added another player who can play wideout, making Allen expendable. This would also give the Chargers some more cap flexibility to re-sign Aerion Hunter, Andre Frazier and Ben Hall.

Starter
So two higher picks, 2nd and 3rd round, and a reliable slot or WR4 for a WR1 for at least 3 years possibly 6 if he resigns. In the 3 years I assume the chargers a starter with the 2nd rounder for 3 years and another starter for 2 years with the 3rd. The extra WR helps too. I am a yes on this one.
